The National Weather Service reports the first Isaac fatality?Thursday morning in Picayune, Mississippi, close to the Lousiana state line. A tree fell on a truck. The Bayou Bonfouca that acts as a levee in south Slidell, Lousiana overflowed Thursday morning. This caused water to rush over the railroad tracks and into the city prompting?evacuations. Early Thursday afternoon The National Weather Service?in New Orleans says there is?a small breach in the dam along the Tangipahoa river in Pike County, Mississippi. Emergency Management officials suspect the dam will likely fail. If the dam does fail, the crest forecast would rise to 21.5 feet; this would be a new record. National Weather Service in New Orleans?issued a flash flood warning for southwestern Pike County in southern Mississippi.?

(AP) ? Republican presidential candidate Mitt Romney is planning to discuss veterans' issues with the Republican National Convention via satellite Wednesday as 2008 presidential nominee John McCain speaks in person.

Romney is set to fly to Indianapolis Wednesday morning to address the American Legion. Republican officials said they are finalizing plans for the 2012 nominee to make a remote appearance at the ongoing convention to discuss veterans' concerns in conjunction with McCain, a Navy veteran and former prisoner of war.

The 2012 Republican nominee is making a daylong detour to Indiana to speak to the veterans' service organization in person even as delegates are still gathered in Tampa. McCain ? nominated in St. Paul, Minn., four years ago, only to lose to Democrat Barack Obama ? will address the delegates Wednesday evening.

McCain is expected to discuss national security and defense issues. In recent weeks, McCain has led a tour of Republican senators to presidential battleground states, including Nevada, faulting Democrats for not acting to stop automatic defense cuts that would begin next year unless Congress steps in.

The address means Romney will appear, in some way, on all three nights of his convention. He was in the hall Tuesday evening as his wife, Ann, gave a sweeping speech aimed at showcasing his personal side. He plans to return Thursday for his own convention address.

The convention schedule ? and Romney's plans ? promise a focus on foreign affairs ahead of Wisconsin Rep. Paul Ryan's Wednesday speech, the last item on the day's agenda. McCain is set to speak at 8 p.m. while former Secretary of State Condoleezza Rice will address foreign policy later in the evening.

Officials said they're still finalizing plans for how Romney and McCain's appearances will be coordinated. The former Massachusetts governor was formally nominated as the Republican Party's presidential candidate on Tuesday.

In a Tuesday interview, McCain said he was glad to have a role in Romney's convention, however small.

"It's not my show," the five-term Arizona senator said. "I'm just grateful they asked me to speak."

5. Chill booze fast for an impromptu party. Peeps coming over but don?t have cool drinks to crack? Chill the booze of choice quickly by placing ice along the bottom of a bucket and adding a layer of salt. Place your bottle (or can) of choice on top, then surround to the top with alternating layers of salt and ice. Fill the remainder with cold water. The ice will lower its melting point, melting the outside portion of the ice and letting the coldest interior ice crystals chill the mixture. The drinks will be ready to go in record time.

6. Get wrinkle-free. It?s a good look when a semiformal?s coming up, or when we just want to look put-together for a change. Get the wrinkles out of clothes by tossing them in the dryer for 20 minutes, then hanging immediately. Still need an iron? Hot pans or kettles can make great substitutes when a real iron isn?t lying around. Just make sure to go easy on the heat or dab some water on beforehand to help steam out imperfections.

7. The world?s cheapest fridge organizer. All those beverages can take up valuable (mini) fridge space, so use a binder clip on one of the shelves to keep bottles stacked neatly.

8. Sleep like a pro. The college social schedule isn?t always the best for peaceful rest, but it?s not a lost cause. The body?s natural sleep cycles are regulated in part by exposure to light, so for more restful sleep on even the craziest schedule, install blackout curtains to keep light out when it?s time to snooze[]. And avoid digital alarm clocks with bright displays in order to minimize extra light when sleeping.

9. Build your own sit-stand workstation. Hunching over a laptop can cause some serious back soreness, so make your own sit-stand workstation for a posture-friendly study center. Just stack textbooks on an existing desk until you can place a laptop at a height comfortable to use while standing. Voila!

10. Prep food like a pro, no equipment required. Sometimes it?s nice to go a little fancy, but don?t splurge on a new set of knives for a dorm wine and cheese party. Just use dental floss to cut soft items ? this includes everything from cheese to birthday cakes. And if you?re minus a corkscrew, just bust out the tool kit. To open stubborn bottles, insert a screw into the cork and pry it out using the back end of a hammer. (Best to try this one sober.)

Well it looks like this could very well be the case, what a lot of people don?t realise that while the more prosperous want the latest Apple and Samsung must have the more financial astute are looking at the Blackberry with great interest. So why are people looking at the Blackberry, well its all down to BBM (Messenger Service) and their BIS (Internet Service). Most if not all of the top phone manufacturers need to use a carrier (telecomm)? send? stuff? like data just on the carrier?s network, but that?s not the case with Blackberry? oh no, they have their own architecture which means they can charge a much reduced rate.

Yes of course there is a downside to this as the outage that occurred not so long ago proved but it was a once off. New cancer scanner halves radiation

ScienceDaily (Aug. 22, 2012) ? Particle physicists have developed a new medical technology that combines PET and MRI in one. Benefit: Improved image quality and less radiation.

Current cancer examinations involve high levels of radiation. Based on the Big Bang research in CERN, particle physicists at University in Oslo have created a brand new technology that combines the PET and MR medical imaging technologies. This combination involves much less radiation than current technology.

PET is an abbreviation of Positron emission tomography and it provides a spatial image of where the cancer cells are located in the body. PET scans are harder to interpret if medical staff cannot situate the location of cancer cells in relation to the skeleton and soft tissue. This can be done by comparing PET images with an anatomical picture such as CT (computerised tomography) or MR (magnetic resonance) scans.

CT scans provide a three-dimensional x-ray image of the body. MR scans photograph the body using radio waves and a powerful magnetic field. MR provides far better images of soft tissue than CT does. The drawback of MR scans is that the examination is more expensive and takes much longer. The advantage is that MR does not emit ionising radiation.

Currently, most hospitals combine PET and CT, but this combination has a significant weakness.

'The radiation from such an examination is ten times higher than the average background radiation over the course of a year. Many cancer patients must be examined multiple times to test whether the treatment is working. The total radiation during treatment can therefore be very high', says Erlend Bolle, a researcher in particle physics in the Department of Physics at University of Oslo (UiO), Norway.

Animal scanner for research

Today, there are two types of PET technologies, each adapted to a particular use: One is adapted for clinical examinations of patients. The other technology is optimised to let researchers find new and better cancer treatments by testing new medicines on animals. Siemens and Philips have recently launched a new PET/MR combination for patients. Particle physicists at UiO are the first in the world to develop a specially adapted PET/MR solution for scans of animals.

'The high resolution in our PET scanner provides better images, and the high sensitivity makes it possible to use only half as much radioactivity in the examinations without it affecting the image quality. This opens new possibilities in research, and may also contribute to reducing radiation in clinical scanners, especially within mammography and brain scans. We therefore hope that Philips and Siemens find our technology interesting', says Bolle to the research magazine Apollon.

Together with his three colleagues, he has constructed a PET machine that is so small that it can be placed inside an MR machine. Both images can therefore be taken at the same time, and medical personnel do not have to correct the errors that occur when two images are combined after they have been taken.

Eats up all the photons

In a standard PET examination, radioactive isotopes are attached to sugar molecules and injected into the body. The PET image is taken one hour later, when the sugar has been distributed to the entire body. Cancer cells burn sugar quicker than healthy cells. Radioactive gamma particles therefore accumulate in cancer cells. The gamma particles send out two sets of photons in opposite directions. This is called parallel photons.

In order to trace the radioactive source, the PET scanner must find which parallel photons are linked. This is one of the great challenges for current PET scanners.

As long as the photons hit the detectors at a right angle, all is well. When they are captured, it is possible to calculate which two photons are linked. The problem arises when the photons hit the detector at an angle. This leads to a great risk of imprecise measurements of the collision points. This diminishes the image quality.

Only half of the photons deposit all their energy on first impact. On subsequent impacts, only some of the energy is deposited before the photons change direction and deposit the rest of the energy elsewhere. Current detectors have no depth information and therefore cannot reconstruct the positions of these photons.

'In order to capture all the photons, we measure the position in three dimensions in a five-layer detector', Bolle says.

In current machines, in order to have the photons hit the detectors at as straight an angle as possible, it is important that the entire patient is as centrally positioned in the machine as possible. It is therefore important that there is great distance between the patient and the detector. This solution has a major weakness.

'When there are large openings on both sides of the scanner, too many photons go astray. This diminishes the image quality. The closer the patient is to the detector, the higher the sensitivity of the image.'

In the new UiO PET scanner, good image quality can be achieved even if the test animal is lying right next to the detectors.

'We have managed to double the sensitivity. In practice, we can take the pictures twice as fast, or only use half of the radioactive dose in order to get the same image quality as previously.'

New crystals

The new detectors are made from entirely new crystals and light guides. In each of the five layers of the detectors, crystal pins are placed on top of a transverse layer of light guide fibres.

'This is a completely new way of measuring gamma particles.

The detectors are placed so that the space within the new scanner is square.'

'Today, the scanners form a circle. This means that there is a gap between each detector block, and photons disappear through the gaps. Now, we have full coverage of crystals on all sides. We can capture several million particles a second. However, this does not happen at regular intervals. We measure each nanosecond. If we do not measure fast enough, we can get errors.'

Early digitalising

All the parts of the PET scanner are put together like lego bricks. The system digitalises the data at an earlier stage than the current PET solutions. The data can be sent to any number of computers. The image processing takes place in parallel with the examination.

'Though we are making a scanner for animals, it can easily be rebuilt for hospital use', Bolle notes. He got the idea from the large Big Bang experiment in CERN, in which enormous detectors in the world's largest physics experiment are to trace the world's smallest particles. The research is funded by the Research Council of Norway and the Swiss National Science Foundation.

Blissed out with new daughter Penelope Scotland Disick, second-time mom Kourtney Kardashian is not sweating the post-baby body slimdown just yet, she recently told Us Weekly.

The 33-year-old reality star admits she's "not really" thinking about losing the baby weight at the moment. "I gained nearly 45 pounds. I'm 5 feet tall, so that's a lot," says Kourtney, who gave birth to Penelope on July 8. Her strategy for now? "While I'm here around the house, I just eat healthy."

And when 2-year-old Mason Disick's 7 pound, 14 ounce little sister arrived at Cedars-Sinai Medical Center in Los Angeles, a packed house was on hand: proud papa Scott Disick, Kourtney's sisters Kim and Khloe Kardashian and Kendall and Kylie Jenner, brother Rob Kardashian and mom Kris Jenner.

Despite the audience, the delivery was "really easy," Kourtney says -- and, just as she did with Mason, she pulled out her daughter herself.

"I did! She was coming out, and I was thinking, I should pull her," Kourtney says. "With Mason, I had no idea I was going to do that. This time, I thought, This is what I'm supposed to do."

But it remains to be seen whether Penelope's very first moment will air on "Keeping Up with the Kardashians."

"I don't know yet," Kourtney admits. "We (did)?tape it with our cameras, and Scott was taping some of it on his iPad."

Chiefs linebacker Tamba Hali has made his living slipping past blockers.? At some point in the not-too-distant past, Hali and the team slipped an arrest, prosecution, and disposition of a criminal case past the media.

The decision of the NFL to suspend Hali for one game under the substance-abuse policy has created plenty of confusion, given that the substance-abuse policy as written doles out suspensions only in four-game and one-year chunks.

The exception arises when the player has violated the law.

In Hali?s case, the league office attributes the Hali suspension to just that ? violation of the law that was previously unreported and undisclosed.? This means that Hali has been arrested at some point for something relating to alcohol or marijuana or some other substance, and that the player, the team, and the league managed to keep the media from finding out about it.

Under the policy, a first offense for alcohol ordinarily results in a two-game fine only, barring aggravating circumstances.? For second and subsequent offenses, a suspension is imposed.? For offenses not involving alcohol, the first offense subjects the player to discipline of up to four games.

It?s our understanding, per a source with knowledge of the situation, that Hali?s offense likely involved marijuana, and that (as the league has announced) the penalty was a one-game suspension and a one-game fine.

The good news for the Chiefs is that it doesn?t mean Hali is in one of the advanced stages of the substance-abuse program, which would have put him on track for, eventually, a one-year banishment.

That said, the incident undoubtedly resulted in the placement of Hali in Stage One.? Whether he emerges from the program or progresses to Stage Two or Stage Three depends at that point on whether he can choose football over the substance that got him in trouble with the law.

International Business Machines (IBM), the US $230 bn American Information Technology (IT) and Software Company is to build its first research laboratory on the ?African continent ?in Kenya, a country whose economy stands at US $34bn. The new research centre project announced last week, is a joint venture between the government of Kenyas` ICT Board and IBM, with each contributing US $10 million of funding over the next five years. The choice of Kenya (which aims to be an IT hub in Africa) by IBM did not come by accident, as the country has been an incubator for software development and has plans to build its own Silicon Valley, called Konza, a 5,000 acre site which will eventually be a cluster of technology companies plus a university. Kenya is also a global leader in mobile money, with its award winning MPESA service. The IBM?s Kenya laboratory will seek to develop technology assisted solutions to the problems of Africa?s fast growing cities.

Africa has 52 cities of more than a million people each, more than are in Europe. In addition, it will be the center for a ?resident scientist programme,? which will bring in researchers from Nairobi and elsewhere in Africa to collaborate with IBM scientists. Lab location decisions are based mainly on the lure of ?smart people and real world problems and opportunities,? said John E. Kelly, IBM?s senior vice president for research. International Business Machines (IBMs) ?has an annual research budget of US $6.5 bn and ?runs similar research facilities in 11 other countries, but this is the first in Africa.

Researchers have long studied infants' perceptions of safe and risky ground by observing their willingness to cross a visual cliff, a large drop-off covered with a solid glass surface. In crawling, infants grow more likely to avoid the apparent drop-off, leading researchers to conclude that they have a fear of heights. Now a new study has found that although infants learn to avoid the drop-off while crawling, this knowledge doesn't transfer to walking. This suggests that what infants learn is to perceive the limits of their ability to crawl or walk, not a generalized fear of heights. The findings have implications for infants' safety.

The study, by researchers at New York University, is published in the journal Child Development.

In the study, researchers tested about 50 children, including 12-month-old experienced crawlers, 12-month-old novice walkers, and 18-month-old experienced walkers. Caregivers encouraged the babies to descend a series of drop-offs that were safe or risky, relative to each of the infants' abilities. Instead of a visual cliff with a fixed height, researchers used an actual, adjustable cliff without safety glass with a maximum height of 90 cm; an experimenter rescued infants if they began to fall. On each trial, researchers recorded whether the infants tried to crawl or walk down the drop-off, avoided going at all, or used an alternative backing or scooting strategy.

Experienced crawlers tried to crawl down safe drop-offs within their abilities and refused to crawl down drop-offs that were too large relative to their abilities, the study found. However, novice walkers attempted to walk down impossibly large drop-offs, even the 90-cm cliff. Experienced walkers didn't try to walk down risky drop-offs, but did go down using alternative strategies, indicating that they weren't afraid of the drop-off.

"These results suggest that the classic explanation for why infants come to avoid a drop-offfear of heightsis incorrect," according to Karen E. Adolph, professor of psychology and neural science at New York University, one of the study's coauthors. "Our results have important theoretical implications for the field of child development, suggesting that some of the general knowledge that infants appear to gain early in life may in fact be highly specific and tightly linked to their emerging motor abilities."

Adolph noted that the findings also have practical implications for infant safety. When designing safety provisions for young infants, she suggested, special attention should be paid to newly emerging skills as these are the times when infants can't perceive the limits of their own abilities and don't seem to distinguish safe from risky ground.

Series of earthquakes off Washington coast

A series of earthquakes occurred off the coast of Washington over the weekend.

The first quake happened at 11:07 p.m. Saturday. The magnitude 5.5 earthquake struck 190 miles west of Neah Bay. The depth was reported at 6.3 miles.

The second quake, magnitude 3.1, occurred at 12:14 a.m. 183 miles west of Neah Bay. The depth was 6.2 miles.

?A magnitude 4.5 hit at 1:04 a.m. Sunday, 181 miles west of Neah Bay. The depth was 6.4 miles.

A few people, from Blaine to Federal Way, reported feeling the 5.5 quake.

EAST LANSING, Mich. A professor at Michigan State University is part of a team developing a new method of removing phosphorous from our wastewater a problem seriously affecting lakes and streams across the country.

In addition, Steven Safferman, an associate professor of biosystems and agricultural engineering, and colleagues at Columbus, Ohio, based-MetaMateria Technologies, are devising a cost-effective way of recovering the phosphorous, which then can be reused for fertilizer products.

Although its use is regulated in many states, including Michigan, in items such as detergents and fertilizer, phosphorous is part of all food and remains a critical problem as it is always present in human and animal wastes.

Discharge from human and industrial wastewater and runoff into lakes and streams can cause what is known as eutrophication making the water unsuitable for recreational purposes and reducing fish populations as well as causing the growth of toxic algae.

What MetaMateria Technologies and Safferman have figured out and tested over the past 10 years is how to produce a media, enhanced with nanoparticles composed of iron, that can more efficiently remove larger amounts of phosphorous from water.

"Phosphorous that is dissolved in wastewater, like sugar in water, is hard to remove," Safferman said. "We found that a nano-media made with waste iron can efficiently absorb it, making it a solid that can be easily and efficiently removed and recovered for beneficial reuse."

Safferman added there are indications that their method of phosphorous retrieval is much more cost effective than processing phosphate rock.

"Research suggests that it is significantly cheaper to recover phosphorous this way. So why would you mine phosphorous?" he asked. "And, at the same time, you're helping to solve a serious environmental problem."

The material should be commercially available for use within two years, said J. Richard Schorr, MetaMateria CEO.

"Phosphorous is a finite material," Schorr said "Analyses show that the supply of phosphorous may become limited within the next 25 to 50 years. This is an economical way to harvest and recycle phosphorous."
