Power, transit outages will increase Sandy's costs

Widespread power outages and subway shutdowns may wind up making Superstorm Sandy the second most expensive storm in U.S. history, according to the forecasting firm Eqecat. That would rank it right behind Hurricane Katrina.

Eqecat said Thursday that the damage from the storm will likely be far worse than it previously predicted, largely a result of Sandy hitting the most densely populated area in the country.

The firm doubled its previous estimate for the total bill and now says Sandy may have caused between $30 billion and $50 billion in economic losses, including property damage, lost business and extra living expenses. The cost to insurance companies could run as low as $10 billion and as high as $20 billion.

The new numbers square with an earlier estimate from IHS Global Insight. IHS said Sandy could cause about $20 billion in property damages and between $10 billion and $30 billion in lost business.

The firm pointed to two reasons that Sandy will leave a bigger bill than it first thought. Power outages are more widespread than in a typical Category 1 storm, Eqecat said. Sandy knocked out electricity for more homes and businesses than any other storm in history, according to the Department of Energy.

The lack of subway service in New York City and blocked roadways will also push the total cost higher, Eqecat said.

Before the storm hit, Eqecat had estimated that total economic losses from Sandy could range as high as $20 billion and that losses to insurance companies could reach $10 billion. Payouts for insurance claims are typically a fraction of the overall cost to the economy.

If the damages hit $50 billion, it would make Sandy the second-costliest U.S. storm after Katrina in 2005. Katrina's overall costs were $108 billion. Taking inflation into account, that works out to $128 billion today.

Even after adjusting for inflation, the high end of Eqecat's damage estimates for Sandy would be higher than those caused by previous major storms. Andrew, which struck in 1992, cost $44 billion in today's dollars, and the Ike storm of 2008 cost $32 billion.

Another major firm that calculates the cost of catastrophes, RMS, is gathering information before it makes its first estimate. RMS said Thursday that it has two reconnaissance teams out surveying the damage. The firm has offices in Hoboken, N.J., where floodwaters stranded thousands of people.

Eqecat's estimates only cover private losses, not costs covered by the government through the National Flood Insurance Program administered by the Federal Emergency Management Agency. Max Mayfield, the hurricane center director during Katrina, said the costs to FEMA can be $2 to $2.5 for every dollar of losses covered by private insurance.

Other laboratory animals, cells, and living tissue used in medical research were also lost; because of the gestation period involved, some projects were likely set back a number of years. Past experience with storms such as Allison in Houston and Katrina in New Orleans has shown that keeping laboratory animals in basements is not good practice, but research institutions keep doing it anyway."

An Excellent Point About Uniformitarianism

During costume-making madness, I?ve been listening to a lot of lectures. Might as well improve your mind whilst preparing for Halloween, eh?

One of the lectures I?ve listened to is Dr. Eugenie Scott?s ?What Would Darwin Say to Today?s Creationists?? One of the things I like about Dr. Scott is that she doesn?t just stop at evolution when it comes to fighting religious nonsense pawned off on the public as ?science? ? she?s also aware of Flood geology and takes time to debunk it, too. And she knew Darwin started his career in science as a geologist. Also, if you head to round the 25 minute mark in that video, you?ll get an excellent description of what uniformitarianism is ? and isn?t.

Most of us know the basics of uniformitarianism: processes we see acting today acted in the past, and explain what we see in the geologic record. It includes the concept of gradual change over time (which is one of those things that got Darwin thinking along the path that led him to evolution). But Dr. Scott makes an excellent point that states more clearly than any other source I?ve heard why Flood geologists and other creationists are so very wrong when they point to events like the eruption of Mount St. Helens and the spectacular erosion seen in its aftermath, and claim this as proof that the Earth?s geology was created in catastrophe instead of forming gradually over time:

?Uniformitarianism, by the way, does not mean that everything that happened in geological history is slow and gradual. Lyell and Darwin and the other scientists of the day knew that there were catastrophic events that produced geological changes, but it?s the process that is the uniformity, as it were, from one time to another. The rate doesn?t have to be the same.?

Keep that quote handy. If you spend much time round Mount St. Helens, you?ll eventually run into flocks of creationists who love to misunderstand uniformitarianism. Their misunderstanding may be willful ? but they?ll have a much harder time confusing innocent bystanders if you explain catastrophes (though not worldwide floods) are very much a part of genuine geology.

N2Acards to let Nook Tablet owners dual boot Jelly Bean in November

If Nook Color owners cast their memories back to last summer, they may remember Nook2Android: a microSD card that could let their Barnes & Noble e-reader dual boot Gingerbread and the hardware's Android-based operating system. Now sporting the moniker N2Acards, they're just about ready to give Nook Tablet (but not Nook Color) devices a taste of Jelly Bean thanks to Cyanogenmod. The cards come in 8GB, 16GB, 32GB and 64GB flavors and range from $30 to $90 in price, but you can download the OS image for $20 and load it onto a card of your own. While those who'd rather purchase the whole enchilada will have to wait until the cards ship on November 1st, folks who prefer the download can already load their slates with Android 4.1.

>> reporter: for 20 years, the children's show was a highlight of saturday night family tv on the bbc . he was an eccentric, a british institution , a tease with royalty, a much loved part of the establishment. even blessed by the pope. but now british police say some 300 people have come forward claiming he was a pedophile who abused them during his 60-year broadcasting career. a cub scout who appeared on his show when he was 9 told the bbc how he was allegedly abused.

>> reporter: some of the victims claim it took place on bbc premises. this woman claimed he put his hand up her skirt on a live broadcast in front of millions of viewers. last year, bbc journalists working on a report about the allegation were told unexpectedly by their bosses to stop. then a month later, a glowing tribute program about his life was broadcast, which has raised awkward questions for the bbc . the new chief executive of "the new york times" mark thompson ran the bbc at this time. there's no evidence he was involved, but he may be questioned.

Amateur astronomers have helped discover an alien planet with two suns and a twinkling twist: The entire twin-sun setup, a real-life version of Tatooine from "Star Wars," is orbited by two more stars ??a solar system that is the first of its kind known.

The?alien planet, called PH1, is a gas giant planet slightly bigger than Neptune. Its discovery in the midst of a strange, four-star planetary system is the first confirmed world discovered as part of the Yale University-led Planet Hunters project, in which armchair astronomers work with professional scientists to find evidence of new worlds in the bountiful data collected by?NASA's Kepler space telescope.

"Planet Hunters is a symbiotic project, pairing the discovery power of the people with follow-up by a team of astronomers," said Debra Fischer, a professor of astronomy at Yale and planet expert who helped launch Planet Hunters in 2010, in a statement. "This unique system might have been entirely missed if not for the sharp eyes of the public."

Finding a strange, new world

Since its initial discovery via Planet Hunters, the existence of PH1 has been confirmed by a team of professional astronomers, who will present their work today (Oct. 15) at the annual meeting of the Division for Planetary Sciences of the American Astronomical Society in Reno, Nev.

With a radius about 6.2 times that of Earth's, PH1 is a smidge bigger than?Neptune. The gassy planet spends 138 days completing a single orbit around its two parent stars, which have masses about 1.5 and 0.41 times that of the sun. The stars circle each other once every 20 days.

The two other stars orbiting the PH1's twin suns are about 1,000 astronomical units (AU) from the parent stars. (One AU is about the distance between the Earth and sun, about 93 million miles or 150 million kilometers.)

If you're hoping to catch the quadruple sunset, this may not be your best bet. The researchers estimate PH1's temperature would range from a minimum of about 484 degrees Fahrenheit (524 Kelvin, or 251 degrees Celsius) and a maximum of 644 degrees F (613 Kelvin, or 340 degrees C), too hot to be in the?habitable zone.

"Although PH1 is a gas giant planet, even if there is a possibility of rocky moons orbiting the body, their surfaces would be too hot for liquid water to exist," researcher Meg Schwamb of Yale University and colleagues write in a draft of their research article.

A planet with two suns

Until now, scientists had identified just six planets orbiting two parent stars, called circumbinary planets, and none of these have stellar companions orbiting them. Until their discovery, circumbinary planets were once the realm of science fiction with Tatooine, the fictional homeworld of Luke Skywalker in "Star Wars," among the most famous.

"Circumbinary planets?are the extremes of planet formation," Schwamb said in a statement. "The discovery of these systems is forcing us to go back to the drawing board to understand how such planets can assemble and evolve in these dynamically challenging environments."

The Planet Hunter volunteers, Kian Jek of San Francisco, Calif., and Robert Gagliano of Cottonwood, Ariz., spotted PH1 using the transit method, noticing faint dips in light as the plant passed in front of, or transited, its parent stars.

Gagliano said he was "absolutely ecstatic" about the finding. "It's a great honor to be a Planet Hunter, citizen scientist, and work hand in hand with professional astronomers, making a real contribution to science," he said.

Jek, too, expressed his amazement.

"It still continues to astonish me how we can detect, let alone glean so much information, about another planet thousands of light-years away just by studying the light from its parent star," he said in a statement.

Schwamb led the team of professional astronomers who confirmed the discovery and characterized the planet, following observations from the Keck telescopes on Mauna Kea, Hawaii.

The research was supported by NASA and the National Science Foundation Astronomy and Astrophysics Postdoctoral Fellowship.

GameCrush also provided a credit-based system where users can purchase and give virtual gifts, these gifts were then transferable back to real-word value. The idea was to facilitate a new way for people to meet each other online, similar to buying a drink for someone in a bar. It also addressed a gender imbalance that is common in online social communities.

GameCrush received significant worldwide attention after it was covered by several prominent gaming sites. During this time GameCrush became a top Google trend as the controversy over ?should men pay to play girls? became a hot topic in gaming forums, blogs, and radio shows.

TechRepublic: What points in that controversy were valid?

Eric Strasser: The gaming community saw it as the ultimate taboo ? ?why would anyone pay to play someone a game?? was a common sentiment. While the site grew in popularity and was responsible for many thousands of connections both online and in real life, it couldn?t shake a negative connotation.

TechRepublic: Were any points/comments made that GameCrush begs issue with?

Eric Strasser: Social interaction undeniably has a value. The ability to equate this value to real-world dollars is what was the twist. However, if you consider the bar situation again ? it is absolutely accepted that someone can give a stranger a drink as a way of showing interest and to break the ice.

GameCrush was an 18+ site, and anyone can register, post a profile, and receive and give game requests and virtual drinks. It also provided a way for users to rate their experiences with other users, and block them if necessary ? so other users would know if someone was not being respectful. Eric Strasser: Many of our users made thousands of dollars socializing while playing video games.

Eric Strasser: We listened to both our fans and the less-than-thrilled. We learned, adapted, and it soon became clear there was an opportunity to do something very different, and that the original GameCrush was missing the mark. In response, we have transitioned to a site built around natural social interaction rather than the ?pay-to-play? site that we once were.

TechRepublic: What is changing with the new release?

Eric Strasser: Users are rewarded by receiving a status upgrade and free credits for staying active on the site. This includes earning credits for everything from creating a bio, sending a first chat, or posting a picture. Credits can be used to buy other users virtual gifts and badges.

The region was repeatedly steamrolled when Beacon Hill leadership demanded that legislators oppose gambling, and the new era of legalized gambling has been no kinder. Lawmakers sold gambling as a jobs creator, but in the state?s southeastern region, Beacon Hill has tied casino jobs to the vagaries of a legally dubious Indian gaming regime. As a result, the region with the state?s highest unemployment rate, and with the greatest appetite for a casino, is getting left behind.

Last week, federal officials rejected the gambling compact Governor Deval Patrick negotiated with the Mashpee Wampanoag tribe, saying the compact would have taxed tribal gambling revenues at an excessive rate. It?s a sign of things to come. Massachusetts built its casino deal with the Mashpee on magical thinking. The compact, an agreement setting the terms for tribal gambling in the state, is the easy part, and Beacon Hill couldn?t even pull that off.

The hard part will come when the state and the tribe try to put a renegotiated compact into action, since it is based on federal officials taking actions they have no power to take. It?s a sign of how badly the state has misjudged the tribal gambling landscape that it managed to stumble even before hitting this inevitable wall.

The Mashpee are one of Massachusetts? two federally recognized Indian tribes, and the only one with a plausible claim at gambling rights. The compact is a government-to-government agreement allowing the Mashpee, who have been a sovereign nation since receiving federal recognition in 2007, to operate a casino on tribal land.

Last year?s casino law gave the Mashpee a head start at establishing a casino in southeastern Massachusetts. Signing the compact all but guaranteed the Mashpee one of the state?s three regional casino licenses, without the tribe having to bid against commercial casino developers. The Mashpee are now pursuing a $500 million casino complex on 146 acres in Taunton.

But on Friday, the Department of the Interior?s Bureau of Indian Affairs rejected the compact, saying that the 21.5 percent tax rate that Patrick and the Mashpee agreed to far exceeds what other tribes pay their host states. Commercial casino operators in Massachusetts will pay a 25 percent tax on their gambling revenues.

Patrick greeted the feds? compact rejection by firing a shot at Washington: ?The market, not Interior, sets the value of gaming,? he said in a statement. The Mashpee should be taxed more than any tribe in the country, the governor reasons, because they and their financial backers stand to make more in Taunton than other tribes may make. This is a telling reaction, because it relies on a fantastic suspension of disbelief about how the federal tribal gambling law actually works.

States cannot tax tribal casinos, which operate on sovereign land. The Department of the Interior allows tribal and state governments to negotiate compacts providing the states with a cut of the tribes? gambling take, but only in return for meaningful concessions from the states. The Mashpee compact protected the tribe from commercial casino competition in southeastern Massachusetts, but the feds ruled this exclusivity wasn?t worth such a rich cut of the Mashpee gambling revenue. This shouldn?t have come as a surprise, as the Department of the Interior had rejected less lucrative compacts.

Beacon Hill?s cut of the Mashpee gambling revenue looked like it was going to be problematic, but the state pushed ahead anyway.

The Mashpee compact now comes back to the state for renegotiation. But the episode is symptomatic of a greater blindness in the state?s approach to casinos. Even if the Department of the Interior signs off on a gambling compact, the federal government has no authority to convert the Mashpee property in Taunton to tribal land. A 2009 Supreme Court decision suspended the Department of the Interior?s ability to take reservation land for recently recognized tribes like the Mashpee. The Mashpee have no means of opening a tribal casino. No tribe in their position does. No one in the State House has been able to articulate a way around this dead end, because there isn?t one in sight. So while commercial casino developers line up for licenses to open up in Boston and Springfield, the state goes back to work with the Mashpee, hammering out another compact establishing a tax rate on gambling revenue that can?t legally materialize.
